I noticed that more construction projects have "cleaned up" scaffolding. It's still not beautiful, but is a lot better. I noticed this particularly on "Bling Bond" (a phrase cribbed from a realtor who is "ultra-excited" about my neighborhood.)

Also in my hood, WaMu, which opened a branch office last year, has decided that it will not put up with sitting anymore. The structure had some benches on the ground floor, which fit well with the root of "bank" being the Italian banco, for bench. Well, you're not allowed to sit anymore.

I don't think the new add-ons are to prevent sitting, but instead to stop skateboards from grinding on the marble.
That could be true. I've never seen any skateboarders using this spot though - I've only seen people sitting. Even if it is meant to prevent skating, it also prevents sitting.
That would definitely prevent me from sitting. :) Ouch!
I had a question for you - why is it that only the massive cities spend a little time and money on the aesthetics of public space, and smaller towns just let things sprawl hideously? I guess the psychological wear of looking at ugly concrete for 50 years does it.

Lots of reasons. One of the most fundamental ones is that our culture prioritizes cars, so that we have designed to move cars, not people. Smaller towns may be more careless about sprawl because it seems that they have more space around them to built out to - large cities are often crunched for space.
As for inspiring aesthetics, I think it can be simple things. There have been many studies conducted that show that one small gesture, like planting flowers, can spark a series of aesthetic improvements that generally improve the overall nature of the neighborhood, which in turn raise people's expectations for their surroundings.
I can go on and on, hope this starts to address your question!

Wow. Hard to believe a picture of scaffolding could make me miss New York. Of the places I've been, it's one of the few I'd move back to, and the only one I'd move back to with joy in my heart.
