Hard to resist. This WC1 loo doesn't qualify as totally public: though anyone can pony up the 5 pounds required for use, I would bet that there are guardians that will keep out the riff-raff.
Two more are coming in 2007, with 10 total luxury water closets by the end of 2008.

That is too funny. You know a society has wealth when its citizens can afford to blow 10 bucks going to the bathroom (at least some of its citizens that is).
Access to loos can be a measure of inclusiveness. I was just in LA, where it is typical for almost every business to make their bathroom, public or not, available. But in downtown LA, no bathrooms to be found.
